CREATING MORE CHAMPIONS IN CONGRESS FOR HUNGRY PEOPLE

In 2008, the Alliance is launching a new initiative, Heroes for the Hungry. This is not an award or reward, but a coordinated effort by our members to urge some of the strongest anti-hunger leaders in Congress to take more and bolder action on behalf of hungry people.

True progress for hungry and poor people comes when dedicated decision-makers promote their issues on a daily basis and stand firm when the relevant policies and priorities are threatened. If we are to achieve our goals, hungry people need additional standard bearers to help rally and lead these efforts.

Historically, Senators George McGovern (D-SD) and Bob Dole (R-KS) expanded the programs that feed millions of Americans and initiated the McGovern-Dole Program that is feeding millions of school children overseas. Representatives Mickey Leland (D-TX), Bill Emerson (R-MO), Tony Hall (D-OH) and Frank Wolf (R-VA) provided leadership in Congress and their respective parties to benefit hungry people in this country and around the world. They created new initiatives, expanded funding, resisted cuts in programs, spoke out on the issues, and supported numerous organizations and their campaigns.

The handful of public officials currently leading the charge for hungry and poor people demonstrate what an enormous impact dedicated leaders can have for this movement. For example, Rep. Jim McGovern (D-MA), with support from Rep. Jo Ann Emerson (R-MO), worked with anti-hunger groups in expanding funding for food stamps and federal nutrition programs. His willingness to stand up to others in Congress, including his party’s leadership, and have hunger as his top priority resulted in increased funding of more than $10 billion (over five years) for anti-hunger programs in the Farm Bill. He continues to lead this fight.

Each of these champions began their interest in hunger with something small and grew into their role as a leader of this movement. Key factors in their growth from supporter to champion include:
•Knowledge that their constituents care about these issues and will hold them accountable for their actions.
•Recognition and encouragement from within their Congressional district or state for their efforts.
•Backing from numerous organizations that support their efforts and will work with them to pass legislation.

Heroes for the Hungry will draw on all the resources and networks of the Alliance to help create these conditions for a targeted group of elected officials, so that they too will champion the needs of hungry and poor people.
